DelphiForFun has tons of Examples and Tutorials related to programming fun stuff in Delphi. It is a great resource for students and those who'd like to start learning to program in Delphi.
DelphiBasics has lots of information for anyone who wants to "dive into" the Delphi language, with help and reference for Delphi's Runtime Library, presenting the most useable basics of Delphi in an easy-to-use manner.
DelphiDabbler offers some free Delphi components and developer tools, as well as a collection of code snipets covering Drive/File management, String and Date/Time routines, as well as Windows ShellAPI/System routines, which are all very useful to Web developers (RealThinClient SDK). You will also find some articles about using the TWebBrowser component and other interesting stuff there.
Brian's Articles has some fantastic articles for the more advanced programmer. Brian used to work at Borland and writes regularly for The Delphi Magazine. I like the scope of stuff that he tackles in his articles, and the clarity with which he writes.
Delphi32 has some 5000+ components in their database, as well as an online magazine that has some very useful articles. The articles range from simple to advanced programming techniques.
Delphi Beacon has some nice articles for advanced programmers. There are also some great components (written by Serhiy Perevoznyk).
Delphi Box is a useful resource for finding links to other resources. There are plenty sections linking you to tips, tutorials, how-to's, and just about any sub-sections of programming that you could imagine.
Delphi Land provides Delphi tutorials for beginners to intermediate programmers. They have some great hands-on lessons to get you started in Delphi and also a Tips section for the IDE and VCL. All the lessons are downloadable along with numerous examples.
DSP Search Engine is a great place to search for resources for Delphi, C++Builder and Kylix. Their database has 7500+ files and 17 mirrors so you're bound to find something close to you.
MaxMind GeoLite Country and MaxMind GeoLite City is a great resource if you need geolocation for your projects. Their free GeoIP databases are updated monthly and you can download a Pascal API to include in your projects.
Programmer's Heaven covers all programming languages, but the Pascal/Delphi section is quite extensive with some brilliant code snippets, great articles and nice links to development tools.
OpenGL is a site dedicated to using OpenGL in Delphi. It has a great tutorial section that will get you started, as well as lots of downloads.
SwissDelphiCenter has some really useful code snippets, tips and articles for the beginner to the advanced programmer. It's a gem for some really 'unusual' examples like a virtual file system for storing files embedded in your EXE.
PascalGameDevelopment is a forum aimed at Games Development using Delphi and other Object Pascal derivatives. If you were planning on writing a Game with Delphi, this forum is most definitely worth a closer look. Even though Delphi.About is virtually covered with advertisement (the big ones get quite annoying after a while), you will find a lot of useful information on Delphi programming techniques there. Zarko Gajic's Tutorials include source code examples with a number of interesting Tips & Tricks.
Useful Components for Delphi
JEDI Visual Component Library is a massive collection (500+) of visual and non-visual components. The library consists of code donated from the JEDI community and has something for everyone. It's a great piece of work.
RealThinClient SDK is Free (BSD style license) set of Delphi/BCB components for writing rich Client/Server applications, Web Aplications and ISAPI extensions, without having to spend weeks to learn new technologies. RTC SDK is easy to use, fast, feature-rich and extremely stable (check the Test Results). It will take you less than an hour to start writing Web Applications in Delphi (check the Quick-Start guide on RTC Support Forums).
StreamSec Tools is a high performance cryptographic security library with support for both low level operations such as RSA and AES and higher level schemes such as SSL/TLS and S/MIME. Anything faster is either covered by patents, hardware or a major scientific break through. Version 2.1 is released under a BSD style license, available at sourceforge. Updates are sold separately and version 3.0 is a complete rewrite designed to make both typical and advanced tasks easier.

GExperts is a set of tools built to increase the productivity of Delphi and C++Builder programmers by adding several features to the IDE. I find these experts indispensable.
DebugMode Wink is a FREE Tutorial and Presentation creation software, primarily aimed at creating tutorials on how to use software (like a tutor for MS-Word/Excel etc). Using Wink you can capture screenshots, add explanations boxes, buttons, titles etc and generate a highly effective tutorial for your users.
